Default question on "Probability of Being Dealt" section

i'm confused. i can't figure out how the odds of being dealt one pair would differ from that of another pair, despite one's superiority over another. as such, i'm assuming that my interpretation of the phrase "Probability of Being Dealt" is incorrect. can someone clear this up for me??

The first one is the probability of being dealt any pocket pair,Aces through twos.

Second one is for one specific pair.

    13*0.45 = 5.85
