    Default probability of two pair?

what is the probability of two pairs going against each other preflop? is it less likely of both players holding pairs in heads up?

The question is a bit vague. How many players? Do we assume that anybody dealt a pair will fold it preflop 0% of the time? Do we exclude situations when 3 or more people are dealt pairs?

The probability of being dealt a pocket pair yourself is about 6%, so in a heads up situation the probability of both players getting a pocket pair is about 0.36%.

With more players, it's more likely, not less, that another player will be dealt a pocket pair.
