Playing on the draw

I came upon an interesting situation earlier today playing 2NL. I was on the button with KQ and the flop came JT2 rainbow. I had bet .12 preflop after a bunch of callers. The pot was about .40 at this point and I was facing two opponents. The first one made a pot-sized bet, and the second folded.

Now, I figured the most likely hand he had was a pair of jacks he was trying to protect from a possible overcard/straight, but in retrospect he probably could've had something like JT or QJ. Anyways, as best as I could figure, I had 14 outs against him and I was getting 2:1 pot odd. At the time, I remember thinking that the odds just weren't good enough to call here, figuring that if I didn't hit on the turn, I couldn't call another bet.

What I did instead was reraise all in (another 1.20 or so) and he called. At the time I was thinking that an all in would let me see the river, which gave me about even money to win, and might get him to fold, thus adding up to a +EV move. Turns out he had 32 (gotta love that) and I hit a Q on the turn to take the pot, but in retrospect, I wonder if calling all in was the right move here or not?

Basically, I'm wondering if there are legitimate situations when you're on and you don't really have the odds to call a bet before you, so that calling is a -EV option, but raising actually turns out to be +EV because it lets you see the river card and may get your opponent to fold with a better hand.

Is there ever a situation in which calling a bet with a flush draw or straight draw is wrong, but reraising is actually a correct play?

Standard.

If I have KQ and the flop is JTx, I'm puting lots of money into the pot.
