i find that this is the sort of situation where im not totally sure what the correct course of action is to take.

history: opp has been opening pretty wide for 2x or 2.5x big blind, and often pot bets the flop.

Is this a situation where i should just fold since my only outs are overs, or flat call with the hopes of spiking a card?

depends if villain will spew. I probably fold. If he's holding any ace or pp then he's ahead anyway, also depends if he'll double barrel air.. and whether you have to stones to bluff the turn for nearly half a stack.

I find its easy to fall into calling more flops vs a LAG in the hope of spiking a hand on the turn. but that the correct adjustment is more likely to either pick the right spot to raise him or to hit an actual hand and let him bet. calling doesnt seem right very often unless you've flopped the goods.

3way I'm folding.

Heads up I might float if I think I can take it later with a bluff or raise for same reasons. Depends on villains tendencies on turn and river.

Look at your opponents preflop range here - if he's even half competent then he has like 77+ AQ+ your hand plays poorly against this range and often you end up making second best hands too much and losing money.

Your range should be super tight here vs an UTG range - id say something like 99+ and maybe AK also. at these stakes it may also be ok to set hunt relentlessly here with any pp but not hands that make less than tptk

Even if he is opening wide, it doesn't mean that he's doing it from UTG. KQo is getting crushed by the UTG's range. Like miffed wrote, you need a super tight range or setmining odds to call this pre. Do a google search for the gap concept.
With the stack sizes in play, I'd call it pre with 22 - QQ, AKs and 3bet KK, AA.

by opening wide, i mean i would estimate his pfr at that point was around 30-35% at least. for a utg 2xbb bet, i put him on something like a6+, kt+, qt+, j9+, 22+, which might be a little too wide, but thats the general impression i got from him.

Depends on what sample size. If it's over 100+ then I'd agree, less than that then not so much.

I kinda like 3betting pre...depending on what his RFI utg is.
