Honestly, it can be played to a raise or a limp. Both ways have pros and cons.
Raising
Pro: isolates and establishes you as the aggressor. If you hit there is more chance of a big pot and a big payoff. If you miss you can still win with a C-bet.
Con: puts more money into the pot on a 12% chance to hit. If your opp will call [the flop] with anything or if he hit you just lost more $ than limping.
Limping
Pro: lets you see a flop cheaply.
Con: if there is a raise behind you, you can call but you now LOOK like you may have PP which makes it easier for your opp to get away from the trap when you come out flinging mud.
