Why do we think he knows what repping anything means. A 23/9 is playing level 1 poker most of the time. "What are my cards?"

Any postflop reads? Readless I can c/f this turn. *edit* dependent on sizing

I would b/f the turn. I think we can get value from 66, 88-JJ, but I'm not sure if the villain would bet these (or bet these as much as we would want him to) if we check to him. The nice thing is that this type of villain often won't bet the river with an underpair or a weak A, so if we bet the turn and check the river, we can safely fold the river to a large bet, but often get to showdown without needing an extra bet (i.e., we get to realize our equity after extracting about as much value as we can).
