General questions usually don't work well with poker, as nearly every situation in poker is different, and therefore situational dependent. However, in this case, your answer is no. You should not be having loads of variance at the microstakes games. The villains are so bad, that on average their mistakes should cost them loads more than your mistakes should cost you.
Streaks of variance can't really be measured, and I can't say that you should never lose more than 10 buyins at the microstakes without it being your fault (or anything close). However, just keep in mind that whether or not this is variance there is still loads of improving you can do to your game, and not study/learn just becaus it is (or isn't) variance, is just an excuse that needs to be done away with. You should always study/learn whether or not you are running terribly bad, or on an amazing heater.
