First off preflop you shouldn't be only considering the amount of money in his stack. You should instead consider the effective stack, which is the smallest of the two remaining stacks, which in this case is your stack (~100bb).
I would advocate a fold preflop here in most cases, but a call isn't bad as you are in position. However, given most villains 3betting ranges at these stakes, your likely toast and playing merely for set value, which you don't have great implied odds to do so. Hands like mid-small pps are going to run into unattractive flops so often (overcards, drawy baords, etc). In many instance your aren't going to get much value when ahead, and your going to be playing a guessing game the majority of the time putting in a decent amount of money when behind (unless your playing for set value only). So I would prefer to call with hands like SCs, broadways, etc which will generally have better playability in 3bet pots IP.
On the flop, it depends. Without running any math it seems both a call and a raise are both +EV on the flop. If we assume villain has a range of TT+,AQ, not only do we have adequate equity to call, but have pretty solid fold equity if we assume he stacks off with TT, and folds AQ+, which leaves him folding around 52% of the time (and he might not even stack off with TT-QQ). A few EV calcs could be done to correctly determine the ideal play in this situation; however, I'm not going to do the ev calcs at this time.
