    b/c the flop is not okay imo.

    I don't know why you say you have no idea about his pf range. Use the information available to you. Every indication is that he's a huge nit. Don't assume otherwise until he gives you reason to.

    So Qx, J9, etc. are not in his PF range. Now be reasonable about his range after raising on the flop. Raising with 99-JJ is a weird non-standard thing to do. Most people call with those hands. There is no reason to assume that he gets out of line like this. All we know is that he's a nit, and if we're going to assume anything about his tendencies, it should be that he waits around for big hands.

    The only hands he's raising for value are KQ+ (though he probably calls these half the time), sets, and sometimes KK+. That is a range that has you crushed. There are no hands from his PF range that he could conceivably semibluff with on the flop. No reason to believe he ever bluff raises with air.

    Maybe I'm the nit here, but it looks like an easy c/f to me.
