Theory of Poker discussed this somewhat....when you think your opponent is semi-bluffing it's usually best to still fold a marginal hand since if you're behind you're pretty much screwed if you call, but if you are right and they are on a strong draw you may still get sucked out on. Therefore it's pretty -EV to call even if you strongly suspect a semi-bluff (raising their semi-bluff is sometimes an effective choice however).
