Explanation needed

Note: In order for a Raked Hand to count toward releasing the bonus money, $1.00 or more in rake must be generated in the hand. *Beginning September 1, 2005, as a special feature for our smaller limit players, for each hand you participate in which generate at least 0.25 units ($/£/€), but less than 1.00 unit ($/£/€) of rake, will count as 1/4 (or one quarter) of a raked hand toward clearing your bonus.

For example every four hands you play which generate between 0.25 units and 0.99 units ($/£/€), will count as one raked hand toward clearing your bonus.

I've read this through a few times now and still dont quite get what it means. If someone would be so kind to explain.

If they rake at 5% then every hand you participate in where the pot is bigger than 20 counts as a Raked Hand. Now every hand with a pot smaller than 20 but bigger or equal to 5 will also count as a quarter of a Raked Hand.
