That's only true if it's all-in. Say the blinds in a tourney are 100/50. If you're the BB and you have 200 chips, (note you should almost never end up this low) and the button raises to 300, the pot is 450 and it costs you 200 to call. You're getting 2.25:1 on your money. Q3 is 2:1 against the top 35% of the cards, so this is a +eV decision.

If the button has 300 and pushes and you are on the BB with Q3 and have him covered it's the same situation. You are calling 200 into 450 with no further action.

You can go strictly by pot odds because there are no chips left for betting. If the stacks are bigger you have to start considering implied odds, reverse implied odds, fold equity, etc.

You look at the size of the pot and the amount you have to call and estimate what is the chance you will have the best hand after the flop, this defines you odds.
If you or opponent is all in you have to estimate what is the odds you will have the best hand by the river.
