Annoying as it is, its not as dumb as it looks (although it feels like it). If you have say a $5 pot at 50nl and donk out a min-bet, you only need the other person to fold 1 in 10 times and its a profitable play.

Doubt they've thought it through, they probably just think "uhhh I bet and sometimes they fold heheheh", but it actually has some validity.
