FLOP: { JJ, TT, AQ, KQ, JQ, AhJh, AhKh, JT} Maybe some slow-played sets are possible, though i figured he would probably have check-raised if anything. JJ and TT i figured he might give one call and then give it up.
TURN: { JJ, TT, AQ, KQ, JQ, AhJh, AhKh, JT, JJ} Some passively played top pairs, and draws. Should I double barrel here to discourage the draws from continuing, discourage a river bluff, and to fold JJ/ TT? Or should I just check, hope for a good river card because the 7 doesn't look like it could have helped me?

I think spoon wrote it once: if you bluff at a hand twice at the micros then you're doin something wrong.
You said that you don't have any reads on this guy, you've got A high and he keeps calling you down. Without any reads you have to stop and think that you're bluffing into a station. Plus it's pretty hard to get most fish off of TPWK at 5NL.
Personally, I don't think I would have c-bet this flop, but if I did it would have been for more like $0.20 to $0.25. I really wouldn't fire a 2nd.
Since he checked the turn, I'd check behind and re-evaluate on the river.
