If you think he's calling with worse on the flop then the turn card is just strengthening his draws and would warrant another bet. Fold the river.
I c-bet the flop since only the J should have hit their ranges after they call my preflop raise and BB+UTG have already checked, which shows weaknes to me. After the call on the flop I put him on JJ or Jx. It's just that his bet doesn't make any sense if he has a J since the river brings a Q and if he had trip jacks, he should have reraised the flop or bet the turn. And a call preflop with T9 doesn't make any sense to me.
