[2NL] Flushed on River?

As played to turn I'd c/r. The lead otf, followed by a quick check ott might be enough to get him to continue his aggressive tendencies (2/2 turn cbet) and bet into me. If we lead he's liable to only call again and I want to set up a river shove which won't happen without a raise somewhere.

I wouldnt mind the turn donk when the preflop raise was a 'proper' one or from an EP raisor opening 3/4 bbs who you would expect to be holding a big pair/air here etc

However given this hand and preflop seems obvious to c/r the turn.

Having said all that - fold preflop. You only need to play hands against 2nl players that fit or fold - and while fit or fold isnt the best way to play long term, if you are struggling to get the basics right its an easy place to start.
