There could be a couple of exceptions, depending on the identity of the angel, but I trust if you're one of those, you'll realize it.

Seer definitely shouldn't counterclaim today because I need to protect hoopy in ordert o block him and prove my alignment.
Why is it better to block him than simply protecting yourself?

It actually doesn't matter if I block myself or hoopy. In fact I'll toss a coin so the wolves don't know who I protected. Just so long as hoopy shoots me and I protect one of us, then I survive the night and am confirmed angel tomorrow.
Hoopy isn't free to shoot though. He already said he isn't shooting without good reason, and that's wise. Well he can shoot at me knowing he either kills a lying wolf, or is blocked.
