Based on the way the game plays, do players check/fold in this spot very often?

Seems like a fairly standard bet w/o a read that he likes to c/r as preflop raiser.

theses low flops have a interesting dynamic. Would i be right in saying we can put on a bit of pressure vs. a early/mid opener being in LP flatting?

given our flatting range is full of sets, draws??

Yeah these are the kind of boards that when villains check as pfr, it's almost always to fold. I don't think c/c as pfr is so prominent at 10NL.

is c/c really ever good?? for the most part anyway. I know anticipation is important. so @ 10nl would it be wrong to sort of eliminate c/c , and focus a bit more on more aggro lines??

It can be good with accurate reads as to your opponent's bluffing frequencies. The problem is that most people who c/c as the pfr don't c/c a balanced enough range and so present a face up weakish range for their opponent to own the hell out of IP. It's much easier to be the guy facing the c/c than the c/cer.

These flops both of you won't give up with a fair bit of your range (any pp, any low cards, even A-high sometimes), so bet enough because that's what you'd do with a middle pp.

when i first thought about it i thought: "Ah, my IP flatting range isn't that wide/big, but when ya start to break it down I;m def flatting more than I gave thought too. Not that it's wrong, but certainly deserves more digging on my part.

Any 2-7 + any A + any pp will continue on this board. In villain's case, cbet usually (maybe not 2x but how likely is it he raises such low cards?), in your case, call a cbet. If he's stuck there with JTs he'll c/f.

Calling pre v someone who 3bs so much and has a pretty tight range here seems like spew especially in a game raked so heavily. I would probably 3b some of the time and fold the rest. As played with his high cbet I doubt he's ever c/ring flop with a strong hand and if he is c/ring flop with strong hands I'd start raising all of his cbets in spots similar to this. If my read was very strong I would probably fire every street after raising v his fairly weak cbet range.

Also like if you are ccing this pre I don't understand why we are hesitating to bet flop. I mean he probably has 6outs he's just going to fold nearly 100% of the time and the times he has us beat there's a tonne of terrible turn/river cards for him assuming he doesn't get all fancy and check flop with real hands but we have a strategy for beating someone like this already.
