Default value bet vs value shove?

Read is important here, I've seen villain min-raise - 4-bet push more than once - with QQ+ so I flat called pre
I wasn't going to raise while he was betting into me

I figure pushing the river looks bluffy, a value bet screams of strength and likely forces a fold.
    Thoughts on line?

IDK for sure but if I'm in his shoes with QQ+ I'll call a raise to ~20 but fold to an all-in bet.
Maybe I'm wrong but I work on the assumption that on average bigger bet = bigger hand.
