In this spot, its really situational.
I like to raise or fold depending on the situation, with a hand like yours.
I like to float if i got a hand with more outs and some deceptiveness. Like a gutshot/open ender, overcards w/gutshot etc.
In your case we're almost always raising/floating to bluff the hand away on later streets, so i always ask myself before hand: Does he cbet alot? Does he give up hands easy? (a good sign of this is to see if he is multitabling, or you can recall from earlier you've played a hand vs him). Another thing you can ask yourself is, have i been tight lately? have i taken many pots away from him? has he made a huge laydown lately? If he has just won alot of money he might lay his hand down easier..
Normally i just fold but if he is the kind of guy who doesnt go further than a cbet, or your questions match up, then i raise.
