Agree with boost. Get a desktop with a Ryzen 3700x, x570 motherboard, rtx2080 super and some flippety floppety mobile pad for non-gaming.
I have no clue about high-end, I'm a casual player and look for bang-for-buck. Geforce RTX2060 Super and a Ryzen 3700X are probably what I'll pick up next if they come on sale. Those should be good...
