MP is 23/8 with a 27% afq and .4 AF, hasn't raised a single flop over 100 hands. UTG is standard TAG. Given that fact that I have a hard time putting MP on anything but sets here is this a standard...

I just 4b and get it in pre vs this guy, he's got less than half a stack and QQ crushes the range you assigned him. Once you decide to call the flop you can't ever be folding this turn.
Can't find a fold here vs an unknown with a short stack. The flop is str8/flush draw galore which he might play aggressively (you don't block any FDs) and he might feel the need to "defend" his 99....
Flatting vs this villain's UTG open is fine given he'll continue only with QQ+ and AK vs a 3bet, a range which QQ only has 40% equity against which he'll 4bet and put hero in a difficult spot, and...
