I think Dexter is mildly amusing, but largely because he's trying to have a spliff with an elderly white woman who he calls "Mama", and is annoyed at having do to an interview about poker. The accent is also mildly amusing because for a white Canadian dipshit, he nails it.
Imagine DN had done his SN impression not by donning a wig and sunglasses, but by putting on yellow face paint, having false buck teeth and thick glasses and one of those pointy Viet peasant hats. That would change it from making fun of a person's mannerisms (which he did) to making fun of his entire race (which he didn't).
