usually you hyphenate compound ADJECTIVES and put quotes around words/phrases to make them nouns. this may be an interesting exception, though. i'd say that putting it in quotes is probably closer to the textbook grammar rules, but hyphenating might be more comprehensible and easier on the eyes.

On a side note, I find it amusing how every time England play Germany in football it's WW2 all over again in the English papers - whereas the Germans hardly even recognise the English as rivals.
