The problem with IMDB is that the ratings are not measuring the objective "goodness" of a film but rather their mainstream popularity. While you are probably getting more better than average films using it, you're also missing all the controversial/non-mainstream/low budget gems.

Yes, there is an element of popularity involved (which is one of the things I was implicating when mentioning nuances with the system). An example is The Dark Knight. Good movie, but overrated on IMDB. The reason for this is because cult favorites, especially from the superhero/comic genre, are appreciated by a larger percentage of avid IMDB users, yet very underrepresented in film catalogue, and so when a good one comes around it's always overrated.
This is true for virtually all cult favorites. Like Good Bad and Ugly is NOT better than Schindler's List, but it gets a higher rating due to factors like few good westerns, it's historically iconic, etc
Anyways, back to my point that IMDB isn't biased for mainstream stuff. If you look over say the top 500 movies on IMDB, you will find a ton of obscure, low budget stuff, controversial, and non-mainstream stuff. In fact, most of the best films I've ever seen are due to using IMDB. Films like
The Celebration - Epitome of low budget/controversial/obscure, etc. Nobody's ever heard of it, but easily one of the best. Danish dogme film.
Seppuku - Old Japanese Samurai drama. Nobody's heard of it, but possibly in the top five dramas ever
Evil - Swedish film. Not necessarily among the best ever, but very tip top, and very enjoyable. Again, nobody's ever heard of it
Rope - Alfred Hitchcock's first and best film. Jimmy Stewart's best film. Talk about controversy, the subject matter of this film is about as controversial as it gets, yet nobody's ever even heard of it
Miyamoto Musashi Trilogy - Fucking Toshiro Mifune epic kills shit in more old Japanese Samurai that nobody's ever heard of. If you like Westerns you'd love Samurai since Westerns get everything they have from Samurai, and Clint Eastwood's iconic badass gun-slinging persona wouldn't even exist without Mifune and Kurosawa
The Straight Story - Possibly David Lynch's only 'non-weird' film. Extremely non-mainstream, and surprisingly awesome
All of those films are some of the best in existence, all very highly rated on IMDB, and all meet the obscure, low-budget, and often controversial criteria. In fact, there are very few mainstream and high budget films with high ratings, and when they are there, they deserve it (like Saving Private Ryan or Gladiator). If IMDB is a popularity contest, it's one among avid film enthusiasts with some semblance of taste, not weekend warriors
Bad Lieutenant was decent for a Cage film. Glad I didn't pay to see it, but worth a watch on my computer

There isn't a list for top 500. For some weird reason, the list for top 250 doesn't update correctly. Of the movies I mentioned, only Rope is in the list, but several others have high enough ratings to be there, yet aren't. That particular list doesn't represent actual IMDB ratings. The rating of each movie is within a few tenths of a point of accuracy at least, but a lot of them shouldn't even be on the list due to other films that are rated higher, yet for some reason aren't there.
Looking it over, there are a TON of excellent movies that meet your criteria that have the high rating, but aren't on that list. It actually looks like a majority of the movies in my top 50 or so aren't even on the list, even though the majority of them have high enough ratings to be there.
Werner Herzog's 'Aguirre, Wrath of God' is the epitome of low-budget, obscure, etc. Its rating puts it close to the top 100, but it's still not in the list. Personally, I hated that film, but it's about as good an example as it gets for the kind you're talking about
P.S. Apparently, the top 250 list only counts votes from regular visitors. So that would explain why its weighted towards more mainstream stuff, but that doesn't stop the great, obscure stuff from having high ratings.

I haven't seen it in english though. I thought the original english tracks of Fitzcarraldo were a disaster. I would actually recommend people to watch the german dubbed version with subtitles :D - Might be the same with Aguirre because it faces similar problems with barely a single native speaking actor.

Literally perfect rendition of a play on film, zero directorial, script, or acting flaws, and Jimmy Stewart has without question the greatest monologue of all time. Nothing even comes close to the epicness of its conclusion
It's possible I would like Wrath of God a little bit if I watched it again, but I could only take about five minutes of watching the river flow before I got pissed off then just wanted it to end. There are also particular directorial styles that I tend to loathe, and Herzog appears to be one of them, even though I can tell he's very talented

I guess Straight Story could be considered mainstream. I wouldn't because well it's David Lynch and nothing he does appeals to the mainstream, and it's a very non-standard film. I mean, half of it is a guy driving his tractor, yet it's somehow still awesome. That's a sign of a true artist when a director can stray from the standard yet make it great.

Just saw "Welcome to the Quiet Room". I was looking for "Quit Room" by De Heer but couldn't find it, so I watched this one instead. It gets a little slow towards the end, but I liked it.

I saw the new Elm Street movie last night and was not disappointed.
This was my favorite of all horror series' (and I love horror movies) growing up. The visuals are obviously better, Freddy himself is not as cool.
Overall I'd rank it behind the first couple of the original series, but ahead of the cornier later sequels.
If you are a Freddy fan you'll like it.

just watched Le Pacte de Loups (Brotherhood of the Wolf) for the second time (first time was like 7 or 8 years ago when it first came to dvd.) This movie is so awesome. I really am not sure how to describe it... you just have to see it.

another werewolf movie, this one a fairly cool retelling of red ridding hood, is company of wolves. Mind you, its from the 80's, and the special effects/set design are pretty dated (sometimes this adds charm, and in the case of the set design it does.. special effects.. meh..) I dont think this is some great moment in cinema, or a must see, but I guess Im on a bit of a werewolf kick lately.

I just re-watched 13th Floor. It's along the lines of Dark City, Jacobs Ladder or the original Matrix if you haven't seen it. Highly recommended. More highly than Frankenhooker. But Frankenhooker is good too :)

From Paris with Love was decent, I like Travolta when he's violent . I also didn't mind the Bad Lieutenant. The role actually worked for Cage, which hasn't happened for him in a while. I also liked Book of Eli, but none of these would be nearly as good if I had paid $15 to see them on the big screen.

really? I watched a bootleg of it and I kinda regret that I did. I dont think I would have loved the movie, but I do think its more of a visual movie. Also theres a lot of heavy contrast in scenes, harsh desert sun and dark dark shadows, which doesnt translate well to cam rips.

Used to be one of the best of all time. Only movie that I'm aware of where the sequels officially retroactively ruined the original. You can never watch it the same way again after seeing Morpheus as a techno god in a mel gibson wet dream of a dystopia.
Oskar, you might like City of Lost Children. It is futuristic and surreal, but not sure if Noir. It does get mentioned a lot in the same sentence as some you listed. Personally, I HATED it, but I understand that I loathe what I consider weird movies, and COTC was definitely very weird, but some people who know good movies love it

Also, not Noir or scifi, but whenever I think of dark, I think of The Proposition. Greatest western ever made. Even better than Butch Cassidy and Unforgiven. A lot different than those though. It's much more sinister and realistic IMO. Also one of the most underrated. Easily arguably top 10 of all time

City of lost children was great visually... it's a while since I've seen it. I don't think I particularly liked it, but it's the kind of movie I'm looking for.

The Matrix sequels (like almost every other series that ever existed) suck in comparison to the first, but I still watch them, and they never made the first one any worse by their existence.

Also, empire strikes back was by far the best, and return of the jedi was better than IV.

The Ben Asslick film will end up with a rating somewhere above 7.4 yet not surpassing Gone Baby Gone at 7.9. It will be good, but not a world-beater. Trailers are almost completely unreliable. Some of the best movies have the worst trailers, vise versa.
Also, all a movie has to do to be good is follow a standard checklist. Great film, however, is an entirely different thing. The Town will very likely be able to follow that checklist well. It's a baffling state of affairs when the vast majority of film can't even do that.

Due to my genetic hearing impairment, I watch all my film with subs or CC, and so my friends have had to watch them as well when we watched them together, and over time they all decided that they prefer the subs/CC because they realized that even with their super hearing they still miss a lot of important dialogue
I will not put subs on for american english, but I will if I'm watching a british movie with heavy accents and I feel I need it. And also I was obviously mocking my fellow 'mercans as watching foreign movies with subs doesn't bother me one bit.. especially since the alternative is dubbed which is only acceptable when it comes to hong kong cinema.
I put subs/cc on for everything that I can (except live sports, the cc gets so far behind it drives me nuts) for the same reason as wuf's friends. And besides missing potentially important stuff you can also catch some of the more subtle stuff easier, which is pretty awesome sometimes.
