I've heard police want to be given the powers to take DNA from ppl who commit non-recordable offences - littering, speeding etc. - on the street.

However, I am confused as to why the decision is being considered by Britain as I thought we all had to abide by the European Courts. And as it is being considered only, then that means that Smith and co will escape the ruling. Bah.
