House rules vary.
Some follow deal order, other follow last bet/raise.
Just pick one and be consistent.

the last thing i want to do is talk about poker because i still have a deep seething hatred for the US government, but if i were to ever encounter this scenario, i would furrow my eyebrows at anybody who makes a fuss about who shows first

That's what I thought as well as another player. Dealer ( who lives here) thinks it is the other way because there was no action on the river.
Last aggressive action has to show first. No exceptions that I know of.
Horseshoe Cleveland is one exception I can think of off the top of my head.
I have always preferred last aggressive action shows first but when it comes down to it, different places have different rules and sometimes the rules aren't well known and/or aren't properly enforced.
99% of the time I agree. It's usually a couple d-bags in a trivial hand where they should just table their freaking hands and get the game moving again. That is what I almost always do but every once in a while there comes up a situation where I think it's best to take advantage of the fact that one person has to show first (it usually has more to do with wanting to see what they have than wanting to not reveal what I have, but not always.)
The one who called has to show last is the rule we always use. So in this case, UTG called on the turn so button has to show first. However button can muck, then noone has to show and UTG just scoops the pot. I was talking to a friend about this yesterday. He said he once mucked a bluff in a big tournament, but regretted this. It's much more valuable to see what they're calling your bluffs with than to not show whatever bluff you ended up on the river with.
EPT has a rule with no river action that you can muck if you want to, but for a player to collect the pot they have to show.
Online UTG would always have to act before button.
In fact any game UTG should be the first to act, last aggressor should be totally irrelevant.
I always assumed whoever is to the dealers left shows first.
Wikipedia states...
Robert's Rules of Poker state that the last player to take aggressive action by a bet or raise is the first to show the hand—unless everyone checks (or is all-in) on the last round of betting, then the first player to the left of the dealer button is the first to show the hand.
Harrahs/CET has gone back and forth with some weird rules, but they are now on board and I think everyone here in LV is using position if there is no action OTR.
I think you're right, most casinos use that rule, but it's probably to make it easier for the dealer, just in case he forgets the exact order on a previous street. I still prefer "last aggressive action" whenever I can influence the rules (home games).
In case everyone is all-in, it is still the last aggressive action that counts. If someone raised all-in for an amount that is less than the minimum legal raise, the player before him still has to show first. Example: utg bet 100, btn raise 200ai, bb 299ai, utg fold, then btn has to show first.

A lot of people call because they just have to see what their opponent has. I know, position is awesome blah blah blah, but trust me; it's better this way. Sure, the degens get more info this way, but it's information they overvalue and, thus, makes them leak chips.
Agreed with pretty much everyone here that chk/chk river can go either way.

At the Borgata, the rule in cash games (and most games I have ever been in) is: last aggressor must show first.
(At many establishments, last aggressor may muck in peace but generally you must show 2 to collect the pot. )
However, in tournaments, the Borgata's rule is that first by position by must first.
