Set on the BTN vs. passive preflop raiser

Villain is 35/15/0.8 AF over 95 hands although I prob only had about 40 hands at the point this happened. Not aggro postflop at all but I thought his flop c/c was strange.
I felt if he had jj+ or even AT he would certainly bet for value. Since he didnt I felt that hands like A9, AJ+ would take this line as well as 66, 77 and maybe KJ, KQ. QJ is in his opening but would certainly bet to charge the FD.

Flop I bet small b/c I want him to call with his Ax or MP hands.
On Turn since he doesnt lead again I now bet a little stronger since he could be passively drawing.
River kinda sucks but only if he raised and called 2 streets with KJ or AJ. It also sucks if he was drawing to a flush with something like AJs or AKs etc.
Anything left to get value from?

bigger on flop please

i think we should be betting far more on the flop. like $0.4 minimum, and i don't even mind betting more than the pot. the flop texture is about as wet as wet can be, and we probably never get a street from the weaker hands in his range like 22-66 anyway. same logic goes on the turn, except his range has been narrowed down/strengthened by the fact that he called a bet on the flop. betting the river may be kind of thin because the Qd:

A - is a scare card for Tx/9x/8x/77, some of which might have called a vbet on a blank river
B - completes an absolute fuckton of draws.

i think, given how passive and stationy villain seems i'd make it something like $1.1 and comfortably fold to a shove (or any raise, for that matter). though that's an instinctive reaction and i'd need to take a ton more time than i put into this post to determine whether i think betting/checking is best (and what size, should we choose to bet)

i think there is a value bet here - at least he will tell you if you are beat and i wouldnt expect someone at these stakes to bluff raise river

Pre-flop, it's it better to 3 bet or set mine? My thoughs are muddied because the 10 drops.

With the draws hitting on the river, I would be checking.

I called instead of 3bet b/c:
1) I had the btn, if I was in the blinds I would 3bet
2) A player with pfr of 15 could be raising closer to 18-20% here in lp, I felt a 3bet would fold worse and hands that continue are either better or flips so I thought keeping his range wide was best.

That ws my reasoning anyway.

yeah thats fine, just that ppl with these kinda stats will never put you in a difficult position if they 4bet, and will definitely call 3bets with worse even OOP. Call is obv fine as well if you won't feel comfortable postflop.
