You can't "get money back" by losing money. That 4.8B in tax refunds was money that it had overpaid in taxes: the same way that any money that an individual gets back at tax time is money that he overpaid in taxes.

As a conservative (I'm assuming you label yourself with conservatism), it should not sit kindly with you that the so-called conservative party of the last forty years has actually been nothing but a lie and over the decades taxes on the wealthy have gone down tremendously while having gone up on the poor and middle substantially. Republicans' "low taxes" stance is only low for the rich who bribe them. Republicans adore taxing poor people
I'm actually for one of two methods... either a flat tax rate no matter how much you make, or a movement towards a non-income based taxation system, such as sales tax based method of funding government. I'm more of a mess than a conservative, but I believe in being financially conservative... also conservative on the amount of government we have in the US...
The real problem isn't taxes, but laws/lawmakers being corrupt and spending revenue on special interests. Paying for things that actually help the country isn't nearly as expensive as paying for things that fuck the country yet help the few. "Amount" of government is non-sequitur and irrelevant. Some things we absolutely need government for, but one of the reasons so many people hate government (including myself) is because a ton of what it does is not what it should. We need less drug war government, but more tech and infrastructure investment government, for example
FWIW, part of me likes flat taxation, but the problem is that flat taxes are really just regressive, and they effect rich people into being more important than poor people
Interestingly, uber high taxes on income isn't actually that high and is economically super powerful because it incentivizes businesses to pump profits into investments since it lowers their taxes. Low taxes on business lets them choose whether to hoard or to invest back into their business, high taxes pretty much forces them to invest, and this helps the society greatly. This is something the US used to do back when we were a juggernaut middle class. Hoarding is very destructive for a society since it siphons value from its economy and thus makes the society poorer.
The US is richer than it has ever been. But the reason poverty levels and unemployment are very high is because that richness is concentrated at the very top. No matter how you wanna slice it, right-wing policy is a serfdom of wealthy royalty riding on the backs of the workers. There used to be a time when there weren't really any homeless people in the US, but that was also back when nobody was so rich they could throw away money on twelve ferraris

But this doesn't happen because humans are naive and mostly unempathetic, and when a billionaire loses a few million dollars he feels bad, and when people feel bad they try to stop it even if it means indirectly others will suffer. Not to ramble on and on, but money really sucks. The monetary system is a piece of shit that fucks people every which way. Under a society run by monetarism, humans are not valued for normal human things, but for how much money they have or get. Most of the suffering we take for granted is not normal, it's a necessity of a society based in a massively flawed money system.
This is why when considering economic issues, it is important for policy to form around what works best for the society, not misinformed ideas like "I got it therefore it's mine, end of story"
