try and mess around with some stove ranges
you are calling 13 to win 15.35, so you need ~45% equity to call
if you have his range as QQ+ AK then you only have 40% equity,
but being as this is an unknown who is shoving all in preflop w/ ~50 bbs i think its safe to include a lot of shit in his range that we beat
if you just throw in JJ its already a call, but i expect a lot of random ppl to be doing this with a lot of pps 77-TT especially. AQ AJ KQ in which case this is obviously profitable.
i know you are utg and i know he is utg +1 but if you give him 3 combos of JJ its still a call so i think the unknown factor makes it really EV+ to call.

I can't express how fast i would call that shove.
Against a player with a 60bb stack at microstakes QQ is the nuts!
Sometimes he will have KK, AA but that's not often.
