1. Get it in on the flop here always imo. You've massively underepped your hand and likely have outs if you are behind. Calling sucks because your equity vs his range plummits on non club (most) turns. If he's literally only played 2 hands in an hour then I don't mind the turn fold so much, but I'd still just get it in, your hand is huge on the flop.
2. Think a lot of his range here is pairs smaller than your QQ so I like a blocking thin value bet $1.70 seems good. You'll get value sometimes here from JJ, 10x, 9x. There's very few aces or other hands that beat you here so I don't think he can credibly bet this river often at all so betting seems good.

Hand 1- I kind of like carroters advice about sticking it in on the flop, but idk if its a play I would have thought of at the table to be honest.
Hand 2- Once he checks back the turn I'm putting him on a flush draw pretty often or maybe a Tx, or another smaller PP. Bet ~$2-2.50 on the river. He won't have an Ace here very often.
