This hand confused me and as a result I played it bad. I thought I knew the rules of poker by now... edit I can use images now yay

So BB special, I flop a straight draw, it completes on the turn giving me the nuts. Since there was a bet and so many callers on the previous street I decide to checkraise it.
The flop raiser raises again and all call, I reraise 3/4 pot as I'm afraid of him folding if I push here. I think he's got a set or top two pair. He calls.
One of the callers comes over the top for not much more, and I want to reshove but the software (party) won't let me, I can only fold or call. Of course I call with the nuts, but I don't really like being further committed without being able to push since either a flush or a board pair could well have me beat.
So first, what's the rule that applies here? I can't reraise if it was less than a full bet (i.e. the previous raise)? Or less than half a bet? Do I need to take this into account when sizing my bets in multiway pots?
Now the river completes the flush draw and pairs the board. All I really beat now is AQ and JQ. Do I have to check/fold to UTG+1's shove?
And of course other suggestions appreciated.
(I was still confused about not being able to reraise, I was first to act here, and shoved like an idiot...)
