What constitutes a TAGG and a LAGG in terms of VP$IP, W$WSF, PFR, and ATT to Steal?
Is someone 13.4%, 37.52, 4.41%, 8.99% a TAGG?

When we talk about stats, you can usually classify a player with 3 stats: vp$ip/PFR/AF
your example runs 13.4/4.41/???... this player is too passive pre to be a standard tagg. Most taggs have a higher W$WSF and a much much higher Att to steal stat as well.
W$WSF and Att to steal are good stats for working on your own game, but we usually don't get enough hands on another player to really draw solid conclusions from these.

and a LAGG's line should be somewhere at 30/20/??? . I just want to have some estimate as I have just recently used PT
Depends if it's ring or 6-max.
6-max anything from like 15/12/2 to 19/17/2 is TAGGY-ish. In your examples the pfr isn't close enough to the VPIP for then to be a really decent player.
