Well considering I can't play on Party any more, not worth it for me...
But, putting that aside for the moment...
Overall, it looks like the step structure (taken as a whole, considering all steps) is less top-heavy than if you played freezeouts. This means less variance.
Also, certain elements of strange strategy come into play because at various step levels equivalent prizes are awarded to a number of different ranks. This requires more skill to play correctly.
Both of these factors (less variance + more skill involved) are good things, so it seems like the steps are a profitable tournament structure. I personally never enjoyed them, but if you do enjoy them, then I'd say it's worth it.
The rake is rather high, but so is (was? now that US players will be gone..) the donk factor. I went on a good run in them last month and got first at level 5 for $2000. Since then I've had trouble making it past step 3.
It also gets discouraging when you bounce up and down levels constantly, it lead me to some donkish play when I made my way up then back down to level 1.
The big disadvantage is getting all those lvl 1/2/3 entrees.. It would be nice if you can pool those together and just multitable the higher levels.
Well, I'm loving the mini steps right now.. I'm on level 3! COME ON, let me win this all :)

Does step 3 and up ever fill up regularly?
Not nearly as often as step 1-2, but I didn't have too much trouble finding a game except on level 5 which seems to hardly ever be going.
