i think $3.5 to 4.0 would work better in this situation, no? i don't want to scare them into folding preflop but i want to get some value out of the premium hands and build a pot for the flop.

3 or 4 doesn't really make much of a difference. villain will not respond differently to having to call $2 instead of $3.

Use a static bet/raise size. If you reraise AA to 4$ you need to reraise other hands to 4$ as well, don't reraise to 3$ with AK, 2.50$ with QQ etc. You don't want opponents to be able to put you on hands based on bet sizes.
