Default QTs turns the nuts, turn play?

pfr is competent. 13-9-3, 55% flop and turn cbet. UTG/+1 range is something like AQs+/77+
    first caller is 36-4 station.
Players behind are regs, but not likely to squeeze in this spot without the nuts.
When villain cbets this flop into me and a station fish his range is pretty much 99/JJ+/AKhh/AQhh and i don't think he's folding to a raise plus if i complete with a non-diamond then he's going to keep betting. backdoor flush draw too Turn is bingo, raise size?
when he barrels this turn he's pretty much sets and overpairs.

    UTG+1 bets $3, MP2 folds, daven calls $3

25... he is not folding the range you gave given your image and stacks
All posts are just my own opinion about a hand or a general situation... not advices on how you should play...

I'd make it about 20.50 or so and probably would have TT a lot.

Yeah something between 20-24 is fine i think. Dificcult to stack off him in river in a blank but you have some value in raise the hand in turn

Obviously you have to raise but how much to get him to call you off. I would say anything between $15 and $20. Anymore and he has to fold.
