One of the tenets of a great romance is how forbidden it is. We haven't been given much impression that Robb and Talisa is forbidden. I mean, we know it is, but Talisa doesn't know it, and Robb is not portraying such in the slightest. The forbidden-ness is merely because we have been told he's promised to another, yet for all we know, that promise could mean little.
Their relationship is nothing other than Robb being lured by her for whatever reason. She never even tried, it was really just the first time we saw Robb around a girl, then lo n behold she was pretty and lo n behold he takes a liking to her
Jon and Ygritte, OTOH, has the makings of a great love story due to them being at each others throats constantly, yet they were still forced to spoon while sleeping (to keep warm, of course), and he still found his subconscious drape his leg over hers and grasp her chest. All the while she plays at him in a way where you're not sure if she's just tricking him or if she really could mean it only if things worked out a certain way
The former is boring, the latter is a story of a potentially budding romance
Of course, I am the world's most hopeless romantic, so I peer deeply into the "what I cannot have" aspect of love. However, I'm not sure this is unlike how romance is usually portrayed. The greatest romance movie ever made was Before Sunrise, and that was of a boy and girl who could not be together. Another, while many find it cheesy, was still very captivating in the fairy tale view of romance, The Notebook, which engulfed itself in two who often could not be together. Not to mention the most famous romance of all time, Romeo and Juliet, a story of two who could not be.
