Question about example 4 in the Ultimate Guide

I have a question about example #4 in the Open Face Chinese Poker Rules: The Ultimate Guide. I'd have put a direct link to the page/question, but it seems I'm not allowed to. Anyway it's in the Chinese Poker tab at the top of the page.

In the answer to it, it says that Phils hand is fouled. But as I'm reading it he has a pair in the front, two pair in the middle and a set at the back. I thought that would be OK, but obviously there's something I'm not getting. If someone could explain I'd appreciate it muchly?

Nice catch, that is definitely a typo. Fixed it so Phil does in fact foul! Now it should make sense.
