Default Limit Holdem - Did I leave money on the table?

This hand is from a few weeks ago. I'm playing $6/$12 limit. I'm in the BB with 99. 3 people limp when the button, a unknown, yet aggressive player raises. Small blind calls. I decide to call for a few reasons. First, the raiser, although not a regular has been raising quite a bit and with as many trash hands as good ones. The table seems to be a bit passive with players who will never fold when they have money invested. So I figure that I am basically investing 1 bet to win 11 and my odds of hitting a set are better than this. Indeed, the 3 limpers call.

Flop comes 992, two diamonds. SB checks as do I. First limper bets, next limper flats, third limper folds as does the button and SB. I decide to flat as well, hoping better has something like AT+, a flush draw or anything he thinks might be good. Should I raise here or hope someone hits the turn?

2 of clubs hits the turn, with two diamonds and two clubs on the board. I check, better bets again and the other flats again.

I raise and both fold. Considering the table chatter between him and the other, who seem to be friends, do I flat here again instead? My problem with doing so, is what happens on the river? I'm out of position and can't rely on getting a bet out of them on the river as I will have to bet to do so.

Certainly I can afford to give another free card. If it comes up with another 2, we would trigger the small badbeat if the player has a kicker of T+. I just don't see either folding even to my turn raise, because the payout to the badbeat gives them insane implied odds. Other than a 2, I can't see them calling with a bigger pocket pair considering neither player raised preflop.

So, do you think I left money on the table here?

The smooth call on the flop was a good idea, you don't want to scare them away with that monster, you could of let them see the river like you said and bet out to possibly squeeze one more call out of each of them, by raising the turn you were trying to maximize your value, but they gave up on it instead. You might have made a little more by playing it the other way but otherwise you got what you could considering you were first to act, nice hand.
