Default Burn and Turn TOO FAST

I've had a rash of these happen lately @ my home games. What is the generally accepted way to handle when the dealer accidentally turns over the turn or river card too soon and a player hasn't had a chance to act on the last street? Does that card get used, burned, reshuffled, or something else? Does the player have a chance to act on the last street again?

It's a risky play, but if you can pull it off it pays off nicely.

In my experience it's been reshuffled, player acts as they wish, and then a card is then dealt; be it the reshuffled card or another one.
