Definition
A hand that can only win the pot if one of two cards the deck is dealt.
Example
Hero has AA. Villan has QQ. The community cards are J933. Only the two remaining queens in the deck can improve Villain's hand to beat Hero. If Villain hits one of those two cards on the river, he has hit a two outer.
