Hi im just trying to explore my game and figure some things out and I am really confused.
I play those gosh darn 180 turbos on stars and im wondering if i could safely make this assumption :
If you had to make some general rules could you say "pretty much almost always shove your SB into the BB when its folded to you", "almost always shove your button when folded to you and 10BBS or less" ?
Are these fair statements / rules?

no they are not. You should rarely, if ever, "always" do something in any poker game otherwise your opponents will adjust to your actions and your move will become a -ev move.

Poker is easy, it's winning at poker that's hard.

I shove bottom 25% hands very rarely, you should have an decent sample tight read to shove ATC especially if you've already shoved a couple.
Change yadda yadda always to often.

I agree with what everyone else has said so I just want to add one more thing. Don't always pay attention to what your cards are. I mean obviously you get a hand but look more at what your opponents are doing. Here is a "kind of" general rule for turbos.
1) If someone is tight, shove AI on their BB more often.
2) If they call AI's with a wide range, tighten the number of hands you shove on them.

Those are both nice tactics during the later stages of the tournament when stealing a round of blind and antes can greatly increase your stack.
i wouldn't recommend either of those moves in early stages of the tournament. and i personally would wait till at least 50/100 blinds. there is still some time left to build.
However, sort of contradicting myself, playing these turbos you are going to have a lot less time to pick up decent starting hands and play good poker. With most turbos you have to open up and widen your range of hands that you play so you can build nicely as the blinds are moving up so rapidly.
