Vil is 27.7/14.8/2.2 over 150. No other relevant reads. Somebody is going to say fold pre-flop, and usually I agree. I called OOP because we're both about 200BB deep (which this converter is omitting for some reason).

bet more on turn and i might just give up on river. He is calling all day with an ace and most likely a 9.

A 9, a 4, an underpair, 1 combo's worth of KQ (I say only 1 combo because it's quite unlikely that he called me twice with it, but still possible - you'd be suprised by these guys), any 2 hearts that haven't made a pair, or in other words: lots of it.
What do you think his range is, and how much of it do you think he's folding?

His preflop range: 22+,A8s+,K9s+,Q9s+,ATo+,KTo+
His range after calling my flop bet:22+,A8s+,KQs,KhJh,KhTh,QhJh,QhTh,ATo+
His range for calling my turn bet: the same as above.
What he folds on the river: KK-TT,88,66-55,33-22,KQs,KhJh,KhTh,QhJh,QhTh
That's a little over half, giving me about 50-60% fold equity.
Point taken though, I should have thought about it a little more. Now that I think about it with Stove open, he never has a 9 without an ace, and he never has a 4 without a set.

You think he's calling two half pot bets with 22 or 33? (I don't.) And you think he's folding TT-KK on the river after calling you on the flop and turn? (I don't.) The ace IMPROVED his hand's strength - but if he's in there calling down with those hands anyway, why does an extra ace change anything? You still bet half the pot - he's not going to find a miracle fold if he called this far with 'em.
I'm sort of fine with pre-flop, flop, and turn. Pre-flop is marginal since your position (absolute and relative both) will be poor, but you are deep stacked with a good implied odds hand, so it's not awful. And if BB is loose and calls along, so much the better. I wouldn't usually do it, but I understand. Flop is blah. If he's susceptible to blocking bets that's OK, but I'd generally just check there. Turn is fine since your draw is springing to life.
But the river is atrocious. Poor bet size, and the board isn't helping your case.

It does sound a little generous giving him small pairs and King high, but I bet you play bigger stakes than 20NL right? On these tables at this room he can definately have those hands.
Where I start to take your point is that I need to bet more to make him fold, and he probably doesn't fold any way considering he called two streets. (he folds 33 for sure, it's TT+ he doesn't fold, and that tips the scales)

Why do you think he folds 33 on the river if he's already called flop and turn with it on an A high board. If he is THAT bad a player in the first place I bet he still calls, because "lawlz I has 2 pair".

I play 50 NL right now but am just recently out of 25, so these stakes are not foreign to me (yay for building a new bankroll). I just usually don't see people calling 1/2 pot bets on multiple streets with baby underpairs, except those rare, true fish that shine like gold in the sun. Therefore unless I know villain is that type of unique beast, I would prefer to leave that stuff out of his calling range. The fact that he made a normal pre-flop raise already hints that he is probably a little better than the type that calls all the way down with 22 or air.
But yeah, definitely just let this go on the river. And in the future start figuring out what your bets are accomplishing. 1/2 pot is the spot of suck in my opinion, except occasionally in big pots on the river when you think your opponent doesn't have that much and you'd still like to get paid a little.
