To win in poker you only need to be one step ahead of your opponents. Two steps may be detrimental.

I dont bet the turn because the 8s completes a lot of draws and I want to control the potsize with a weak hand. River is read dependant.

I know you didnt want your prf action questioned, but this hand shows why I only raise hands like Q9s in position and never OOP. TPWK and draws are best played in position, and especially TPWK is a trap hand OOP. Are you just raising it for Shania?

Yes, exactly, and the fact that an UTG raise usually gets a lot of respect, and rarely goes to showdown. So there is intrinsic value in the raise itself, outside of your actual hand strength.

But isnt raising this dangerous when theres a really loose player on the button, who probably doesnt respect your UTG raise?

Probably, but these players also fold post flop to continuation bets without something... So even when they call preflop, they are often just donating, as long as you can play better postflop poker.

If there is a definitive answer to the question posed by this hand, I can't wait to read it. Ditto if you DO have position.

I think if you are going to raise Q9s utg, you better bet it like a MOFO when you hit TPWK. Turn bet is a little weak... I probably call the river, too.
