Villain is on a couple of my tables and has been spewing a lot. He's like 24/20. On another table we've been warring preflop.

I'd call, looks like a weak bet though. I think I like a RR preflop though against a Tag.

yea i'd call, or lead the turn. a small c/r seems interesting to me with the draws out, but prob gets too tricky without real good reads.
pf i'd mixup pretty equal call/fold/reraise, whatever seemed good at the time. prob lean to calling this time to keep the pot manageable amidst the other reraising.

Maybe fold if a heart hits river.
when the vpip's are high and the value bets are like razors, who can be safe?
