Raise pre-flop and it's not even close.
Post-flop it comes down to what you think of the BB and how much gamble you have in you right now.

i don't mind the preflop call (as opposed to raise)
I probably would have raised it, but if i suspected a l/rr I would def. just call.

You have to raise this preflop.
Anyways, I dont know if I could get away from it during my session, but Id feel like an idiot when he flips 43o. Anyways, if you think there is a good chance this is two pair then Id call, but otherwise I dont think I could. We really have no idea what he could have here.
Also man, change tables. You are playing $100nl 4handed where only one player [not even yourself] has atleast 100bbs and he is TAGG and the others are incredibly shortstacked.

I like tables with 50-75 deep terrible players. Then again, I match-up well against them.

He means if you raise and get a caller, then a straight or two pair are very unlikely. But since everyone limped their range is infinity.

19/13 seems like a reasonably sane sort.
By raising you:
o Put pressure on the other players to hit hands
o Widen your raising range
o Get free/cheap/freeroll turns and rivers
o Build up a pot, making it much easier to get in stacks when you hit. Pocket pairs are big pot hands and big pots are best started on cheap streets.
o Force the other players to define their hands.

Please call here, he probably has two pair. He might have 34 or a set, and this is why you raise preflop to narrow his range.

BTW I said "I can fold here" meaning that I could seriously think about it, and if I knew enough about his play I could consider folding.
The standard play is to call ofc.

Normally this would be an easy raise pf for me, but the table was falling apart and I was just donking around until the BB got back to me so I could leave (great idea, huh?).
His reraise was a huge overbet, so I figured a weak two pair trying to protect itself on a drawy board. His flop aggression factor was pretty big (though this can be deceptive), so I made the call.
Another question: If his reraise had been smaller, should I be more or less likely to fold? i. e. does a larger bet usually signify crappy two pair as it suffers from more reverse implied odds and a tag is likely to know this?
