Villian in question plays fairly loose and passive, limp/calling a lot. He has been floating some weird and weak hands in and out of position, but hasn´t shown much aggression postflop. Price still good enough to look him up?

The price is ridiculous and it's a limp/caller. I think for $35 this would be close. I would always raise turn vs someone weak.

i'd prob call the turn - try and keep the SB in and under rep the hand.
River - yeah just call against a fish.

Even if he is 60% full 40% Tx then this is still a call so yeah..

I think the major question here is whether we are sure he has the straight on the turn. If he has a 10 in his hand there is no way we are beat. If he is a passive player i don't see him betting the turn into three players without a ten .
He also left himself about half his BI after this bet which would look like its a blocker and he would fold to a raise. I think its a call 100% and you could be shoving the river to try get him off it since it looks soooo much like a blocker, dont know what other think about this.
If he did have us beat, i see him betting a lot bigger than this on the river as well.

I like the turn raise. People have a hard time putting others on Tx and most hands here are two pairs that will not have an easy time folding to a turn raise with 'outs' vs a straight.

raising the turn is fine. with the way pre/flop played, its very unlikely that villain is freerolling you w/ TsXs. Call now because your getting ridiculous odds, even for a chop.
