Villain isn't a reg and he's clearly not a good player (stats ~30/8), but I didn't have any reads. I thought that I would call if he bets the river. Is it better to bet/fold?

If he's giving up on a bluff on the turn, I'd say he's pretty unlikely to bet the river. Fish take this line with top pair all the time so I defo prefer betting the river for value after the turn checks through. Fish can't value bet thinly at all so he'll probably be checking back most of the worse Ks he raised the flop with a good amount of the time.

He's doing this will a ton of 1 pair hands. So I'd make a small 3 bet on the flop and let him make a bunch of mistakes.

Min-raise IP on the flop followed by a check on a basically blank turn card usually indicates a free card play or an outright steal. He probably has nothing but a missed draw or perhaps a pair of nines, but he is unlikely to call a value bet on the river. If he had a king, wouldn't he bet the turn after you checked?
