The board is not scary enough for him to laydown TPTK.
I think every street is spew.
Pre-flop I have my fold button selected and turn my attention to another table.
After he calls flop raise, I would give up.
He's probably not calling without an ace, and he's not going to fold that ace after the board pairs.

pre/flop and flop are spewy aggro into TAG PFR with A on board, but not horrible. You will make money whenever he raises PF with no A. It would be better if villian was a little more loose than 19/14, like 25/20, or was on BU.
You must give up when your c/r is called. You are basically repping a donkish PF SB call with AX (which happens, oh, like every hand at micro limits)

I tend not to raise a flop with air unless i have strong reads, one of which being him folding to the flop raise lol.

He might be capable of making laydowns, but not against the average 25NL donk who will stack off with most Aces there. With stats like that he's probably playing a bazillion tables and not taking enough notice of individuals to have a read on you that deserves respect.

Why is this a bad board to bluff on?
My intuition tells me that it's bad because the only hands he's likely to have are hands that he's likely to stack off with, TPGK+..
The thing is though, isn't a drawy board a bad one to bluff on because our opponent will convince himself we have a draw, and even if the turn & river are bricks he'll talk himself into a call on the river because we may be buying with a missed draw?
