Villain was a 27/21 over 31 hands. Was not a prolific 3bettor and didn't seem at all out of line.

What kinda hand blindly stumbles its way to the river on this board without betting then suddenly decides to bet? It should be obvious to him that I've got my finger hovering over the call button therefore he'd be unlikely to bluff here, yet I can't put him on a hand..

I do not call this pre and don't see a compelling reason to do anything other than fold vs an unknown TAG that has not been out of line.
As played, if he has a hand it was badly played and you can probably call or fold the river with little consequence to your long term win rate. I need better reads to call this which is why I would fold pre anyway till I had better reads.

Tough for me to comment, since I'm folding this pre almost always, and 4betting the times I'm not probably.

A similar question to ask yourself is what air gets to the river without having bet yet?

Seems like a pretty bad hand to defend pre, especially without reads.

Well at least you have position, it's a smallish 3bet and well you might think you have a decent amount of implied odds by saying Was not a prolific 3bettor and didn't seem at all out of line. So it's probably not THAT big of a mistake. But folding pre is just better than calling when you have little to no information and no obvious +EV postflop plan.
River is a guessing game. I'd just fold.

Defending preflop with hands like this without being deep is a leak. I would fold preflop.
